Ethiopia’s Journey under Abiy Ahmed’s Premiership: Fragile/Failed State? By: Hanna Alemu October 8, 2023 Introduction Ethiopia has gone through a large scale of violence in the past five years, resulting in a bloodbath, mainly along ethnic lines. Despite all the hopes for democratization and good governance after the removal from power of TPLF in 2018, there have been countless missed opportunities for the ruling Prosperity Party to right the wrongs of 27 years of brutal rule under the TPLF-led EPRDF regime. It did not take long for many to question Prosperity leaders' willingness and competency to maintain the nation's peace and security after witnessing their appalling and unprovoked calls for the destruction of historical, social, cultural, and religious institutions that hold together the nation in unity. Furthermore, prosperity officials have been actively engaged in worrisome rhetoric of historical revisionism to reverse history and incite violence between various ethnic groups based on false narratives. The Oromo-led Prosperity Party also demonstrated its willingness to forfeit the peace and security of all Ethiopians in favor of pursuing a delusional Oromo-supremacy agenda by all means. This dedication to anarchy on the side of Prime Minister Abiy Ahmed and his Oromo officials has only led to the demise of state institutions, which are solid indicators of a fragile state well on track to be a failed state. Unless reversed as a matter of urgency, the current situation will threaten the stability of the greater Horn region, thereby affecting global peace and security. What is a Fragile/Failed State? The term "failed/fragile state" describes nations where governmental authority has completely or partially crumbled, such as Somalia, Libya, and Yemen. Although there are suggestions that the conceptual foundation for fragility may be misleading in that it may be misinterpreted to mis-tag non-Western states with misaligned policies, the criteria can still offer a realistic picture of the condition of a country's volatility. According to the most basic definition of fragility, a state that cannot consistently uphold its ideals, provide its citizens with fundamental rights like safety and security, or where the nation's faces are rampant crime, inefficient and rigid bureaucracies, nepotism, ineffective legislation, and military involvement in politics can demonstrate that the state is failing or is already in danger of collapsing. Fragile states have unreliable governments since they do not compile thorough crime and education records, which makes it challenging to pinpoint whether they are, in fact, fragile. However, these nations are marred with crises in one or more subsystems, and they are vulnerable to both internal and external unrest as well as local and international conflicts. Fragile nations are assessed in terms of their vulnerability, fragility, and risk so that policymakers can respond appropriately. On the other hand, the term 'failed state,' which refers to the complete collapse of a sovereign government, is used to describe the breakdown, failure, or collapse of a state. It is the most extreme form of state decline where authority and domestic order are essentially non-existent. There is just one nation classified as a failed state at the moment, and that is Somalia. Fragile states are primarily characterized by: 1) Conflict or war 2) A deteriorating government status 3) Slow economic performance 4) Long-term diplomatic instability or deadlocks. Where does Ethiopia Stand in Relation to the Risk Factors? According to the Fragile States Index 2023 annual report, Ethiopia has joined 'high alert' states such as Yemen, South Sudan, Sudan, and Afghanistan to become a failed/fragile/collapsed state, a category next to 'very high alert,' which includes only Somalia. To give a context, Ethiopia is in worse volatility conditions than Libya and Ukraine. Conflict/ War. Ever since Abiy Ahmed came to power, the nation has witnessed an unprecedented bloodbath, mainly along ethnic lines. To any reasonable person’s recollection, Ethiopia had never experienced the scale and atrocious nature of killings that it has experienced in the past five years. The prime minister's party, Oromo Democratic Party (ODP), along with its ethnocentric allies such as the Oromo Liberation Army (OLA), have been carrying out a coordinated campaign of killing, forced displacement, sexual assault, and abduction, which have become the norm of the day. These parties are responsible for armed attacks against civilians of other ethnic backgrounds both within Oromia and adjacent regions. Oromo officials of the Prosperity party are not shy playing grotesque politics in openly calling for the attack against Amhara civilians and sponsoring mass killings, rape, and abduction of Amhara children, women, elders, journalists, academia, and other professionals. There are reliable reports of thousands of Amhara civilians residing in the Oromia region being massacred in masses by OLA fighters, often supported by the ruling party. Furthermore, Oromo regional security forces have been in constant battle with the regional forces of adjacent regions, i.e., Somali, Gambella, Amhara, and Sidama, in an effort to expand the regional territory of Oromia. These conflicts have claimed the lives of thousands of civilians. The war in northern Ethiopia that devastated the Afar, Amhara, and Tigray regions and killed hundreds of thousands of civilians is a recent undertaking that left lasting scars for millions. The ongoing war in the Amhara region where Abiy Ahmed's defense forces have committed grave human rights violations, including rapes of children and women, mass and public executions, and extrajudicial killings are only a few of the crimes committed by the regime’s forces. The genocidal nature and scale of attack against the Amhara in the past five years, with the government giving the attackers carte blanche for such atrocities, only further intensified the crimes against humanity. In a typically tyrannical approach, the government opted for violence and fully engaged in silencing the public’s demand for peace and justice, which effectively caused and extended the conflict in the Amhara region. A Deteriorating Government Status. In the 21st century, where nations strive to adopt democracy tailored to their national context, the current regime, by all means, is advocating for and enforcing oppression as a way of leading the nation, dragging the nation hundreds of years of civilization back. The regime’s ethnocentric Oromo officials have publicly declared on several occasions that every individual in the country must speak Oromiffa and accept and implement the Gada system, which is a flagrant violation of human rights and an outright forceful imposition of one’s value on others. Religious institutions are not spared from the oppressive system that publicly announced religions are not allowed to be above Oromumma, a notion that stipulates Oromization of every aspect of individual and societal way of life. This effort, in addition to the prime minister’s notorious habit of lying to anyone and everyone, has significantly eroded the public’s trust in the government. The regime’s poor and deteriorating status is further reflected in the limited control it has over various regions of the country. The Prosperity Party officials, including the prime minister, can barely move outside of Addis Ababa or are guarded by heavily armed personnel when moving around. The national defense forces have much less control across the nation. Regional forces and militia have more control over their respective regions and oftentimes clash with each other and with Oromo-run national defense forces. A case in point is the ENDF's involvement in the random killings of Somali, Gambella, Amhara, and Sidama regional security forces. Ethnic-based random killings by armed groups such as Gumuz armed groups and OLA go unpunished, leading to a growing number of individual citizens taking up arms to safeguard the well-being of their families and communities. Another indication of the regime’s loss of control over the nation is its lack of control over Ethiopia’s international boundaries. It is reported that Sudan and South Sudan forces have controlled several border towns within Ethiopia, and the Prosperity regime chose to remain silent about the occupations. In fact, there are reports that the regime threatened or attacked local militia that attempted to overturn the occupation by the foreign forces. There are similar developments in the Ethiopian border towns with Somalia, where Al-Shabab forces continue to engage in frequent clashes with Somali regional state security forces. Slow Economic Performance. According to the report by the African Development Bank, both growth and inflation were adversely impacted by internal conflict and drought, and the fiscal deficit widened to 4.2% of GDP in 2022 from 2.8% in 2021 due to higher defense spending and weak revenue performance. Due to rising import costs for commodities, the current account deficit worsened to 4.0% of GDP in 2022 from 3.2% in 2021. From 2.2 months of import coverage in 2021, international reserves decreased to around one month in 2022. From 51.0% of GDP in 2021 to 50.1% of GDP in 2022 (with external debt at 23.6 percent of GDP), public and publicly insured debt decreased. In 2020–21, Ethiopia benefited from the G20 Debt Service Suspension Initiative. However, Fitch and S&P reduced Ethiopia's sovereign rating from B to CCC when it applied for the G20 Common Framework for debt restructuring in 2021. Long-term Diplomatic Instability or Deadlocks. Abiy's government, time and again, miscalculated its regional and global roles and found itself stuck between a rock and a hard place. Several diplomatic stances taken by the regime left the government at odds with regional and international historical allies. On several occasions, Ethiopian and foreign diplomats reportedly allege the prime minister's misguided 'know-it-all' self-perception as the cause of failed diplomatic efforts. This twisted self-perception influenced several decisions that had dire consequences. His random and sudden decision to close Ethiopian diplomatic missions abroad resulted in confusion among host nations, followed by a reversal of the decision after the damage was done, which indicates a lack of experience or willingness to learn. Furthermore, the on-and-off love affair with Eritrea and Sudan, the lack of understanding of the political dynamics in neighboring Somalia and South Sudan as well as the greater Horn of Africa, and the arbitrary and often embarrassing nature of the prime minister’s behaviors and actions in various platforms is resulting in a decline in Ethiopia’s global image. The shift of the US in seeking an alternate ally in the Horn of Africa instead of Ethiopia is one of the indications of the US and the West lowering their expectations for the regime and the country in its role of being a key player in maintaining regional stability. Consequently, all evidence shows that under the tyranny of Abiy Ahmed and his Prosperity Party, Ethiopia has effectively drowned in a quagmire that makes a state collapse inevitable. Repercussions for regional and global peace and the urgent need to reverse the current pattern. What makes the prospect for peace dimmer is that ethnic-based killings have only increased over time, and the current regime is the single most responsible instigator of violence in the nation. Oromo officials are engaged in continuous inflammatory speeches cementing their Oromumma agenda with hate-filled policies and a national defense force enforcing the toxic policies of the ethnic apartheid regime, which are all received with resistance by other ethnic groups. Neither is the prospect for economic growth bright, thanks to the incompetence of the current leadership that resulted in a record-high inflation rate of 48% a year. The removal of Abiy Ahmed from his premiership and putting an end to the ideology of Oromumma with an end result of a shift in the distribution of power should be the primary agenda of every individual and group that is affected by the current regime, and by all means. In this regard, every peace-loving Ethiopian should support the ongoing Amhara revolution, which is a result of decades-long oppression against the Amhara people and an apparent refusal to subjugate to 21st-century fascism. In fact, in a more nationally coordinated manner, the Amhara resistance should be replicated in other regional states such as Somali, where the Oromia regional forces conduct frequent attacks against Somali civilians with the goal of expanding the territories of Oromia. The same applies to Sidama, Guraghe, and Gambella people and regions who often go through violent attacks by the ruling party. There is no end in sight to the harrowing situation in the country except removing Abiy and his fascist party from power. On the other hand, external powers that have any vested interest in the Horn should stop underestimating the extent of damage Abiy and his party are causing to the region. The peace and security of Ethiopia are intrinsically related to the peace and security of the region and cannot be downplayed. It has been evident on multiple occasions that Abiy and his government cannot accept the responsibilities commensurate with their current position. As such, the US, African Union, and other major players in the region should seize the opportunity to abandon their lethargic diplomacy, arrange for Abiy's departure, and encourage the formation of a transitional government that equally represents all Ethiopians. Failing to do so will only exacerbate the ongoing crises in the region, which can significantly create a safe haven for anti-peace elements, including Al-Shabab, and there is no reason to believe the world needs another Somalia.
Amhara Resistance - Long Overdue By: Hanna Alemu August 15, 2023 Introduction - Recent developments in the Amhara region are being portrayed by several groups including the media as results of post northern-Ethiopia turmoil. This is far from true as the ongoing Amhara resistance is a result of decades-long injustices committed against the Amhara, and the lack of willingness of consecutive regimes to address the concerns of the Amhara and rectify historical errors. The mistreatment of Amharas in Ethiopia goes decades back, however, the coming to power of EPRDF signified a fundamental change in the country’s political, economic, and social landscape by deepening the discrimination along ethnic lines. The Amhara have been the primary victims of such discrimination due to the publicly stated and time-and-again reiterated stand of the TPLF led EPRDF government to keep the Amhara in a perpetual state of poverty and threatening their very existence until their presence no longer becomes a threat to TPLF’s expansionist agenda. After TPLF was thrown from power by popular resistance and despite all the bruhaha following the coming to power of Prosperity party (EPRDF 2.0), it was clear that the suffering of the Amhara has gone beyond anyone’s wild imagination, with thousands of Amhara civilians being mass killed and burned alive in matters of days. These factors make the current Amhara fight nothing but a fight for survival. Below are some of the factors coming into play surrounding the current Amhara resistance. What happened to the Amhara during EPRDF - Evidence from the past 30 years show that people of Amhara have been the primary targets of TPLF designed ethnic federalism in Ethiopia. In introducing ethnic federalism in Ethiopia, TPLF-led EPRDF ensured that the Amhara become victims by attempting to keep the Amhara in a state of permanent destitution and alienation from fellow Ethiopians. The project of vilifying the Amhara was designed carefully and kept going for decades supported by false narratives, which helped to cement the creation of toxic anti-Amhara ethno-extremists. Using the country’s political, diplomatic, defense, and economic resources and highly supported by its intelligence apparatus, TPLF made sure the Amhara, who constitute a third of the population, to remain alienated in their own country for their entire existence. What happened to the Amhara during PP - The highly anticipated ‘change’ led by Abiy Ahmed was nothing more than a sham, not just for the Amhara, but for Ethiopia in general. The change of party name from EPRDF to Prosperity is a mere cosmetic one primary because, by design, the main objective of both parties is to implement ethnic supremacy, the former for Tigray and the latter Oromo. The ‘change’ failed from the get-go as it rebranded itself Prosperity but recycled EPRDF’s political elites who were the very responsible individuals who caused the public outcry and protest that led to the collapse of the government in 2018. The problem was not only that there was no fundamental policy change in the aftermath of the collapse of the TPLF-led EPRDF, the nation-wide movement that resulted in the change was highjacked by a few EPRDF cadres, primarily Abiy Ahmed and his Oromo Democratic Party (ODP). In fact, some argue that the clear lack of competence of Prosperity elites to lead such a fragile country as Ethiopia with complex political landscape makes them even more dangerous than EPRDF. These factors have consistently deteriorated the nation’s security and stability and Ethiopia now ranks 11th on the global fragile states index, which compares the status of 176 world nations. This puts the nation in the bottom category of a group of countries including Somalia, Yemen, Afghanistan, Syria, and Sudan. For the people of Amhara whose long-awaited desire was peace, the Prosperity takeover was nothing more than a deception. Oromia, Abiy Ahmed’s ethnic base/origin, has become a land of gruesome attacks and killings on Amharas. Time and again, extremist Oromo politicians and academicians asserted on record that the Amhara need to be exterminated from Ethiopia and the Horn of Africa. As part of this mission, thousands of Amhara women, children, elders, and men have been killed in gruesome attacks orchestrated by officials of the Oromia regional government and the Oromo Liberation Army (OLA). This is in alignment with TPLF officials’ tacit strategy to eliminate the Amhara with their notion of “the only good Amhara is the dead one”. Will this change – History has shown that the problem has worsened rather than improving. The mass-killings of Amhara civilians has become a common occurrence that is justified or downplayed by those in power including the prime minister. Looking at the defense forces’ capability to deter the aggression and stop the attacks and killings of civilians, and their stated refusal to do so is a clear demonstration that the state and federal authorities lack the willingness to stop the atrocities, and in several instances, they work hand and gloves with the perpetrators. Similarly, TPLF officials are not shy about their ultimate mission of getting rid of the Amhara. As such, anticipating that the nature of these entities will change in the foreseeable future is unrealistic. What makes this movement the first of its kind – The current Amhara resistance is a result of extreme frustration and loss of trust and hope in the system that only delivered all-round suppression, discrimination, and targeted attack against the people of Amhara. The movement is unique because it is a way of saying “No” by the Amhara women and men of all ages from all walks of life – farmers, priests, teachers, students, academicians, and more. What now - This alignment in goals in eliminating the Amhara is at its peak with each Amhara being targeted for his/her ethnic identity. This calls upon a historically unique response from the Amhara public and any peace-loving Ethiopian and non-Ethiopian that witnessed the demonization and vilification of the Amhara and the ultimate fight for survival. In the face of an enemy that made it a mission to eliminate an entire population from the face of the earth, resistance is the only viable way out. In summary, starting the narrative of the Amhara resistance from only a few months ago does not serve the truth as it reflects only the triggers rather than the root causes that have unfolded for over three decades. Provided that the people of Amhara have already exhausted all peaceful means to seek justice, and due to the aggravated and systematic government assault on the people of Amhara, armed resistance appears to be the only viable way out of the decades long implicit and explicit war on the Amhara. Joining and supporting the struggle is not left for only the Amhara, but also for any peace loving Ethiopian and a rational human being.
Ethiopian Government’s Human Rights Violations Against the People of Amhara By: Hanna Alemu August 9, 2023 The grave human rights violations of Abiy Ahmed’s regime against the people of Amhara are drawing the attention of rights groups. A report by the Human Rights Watch (HRW) issued on August 9th, 2023, details how Amhara residents in northern Ethiopia have been dealing with the effects of the two-year armed conflict in northern Ethiopia and how the Amhara region is coping with an inflow of ethnic Amharas who are fleeing violence and targeted attacks in the adjacent Oromia region. The report also outlines the federal government’s repressive measures in silencing the opposition, cutting internet connection, detaining journalists and members of the parliament, and declaring a state of emergency in the Amhara region that would grant the government “far-reaching powers to arrest criminal suspects without a court order, impose curfews, ban public gatherings, and carry out searches without a warrant.”

How years of tension in Amhara boiled to the surface By Hone Mandefro August 4, 2023 "The responsibility for many of the targeted attacks against Amhara have often been attributed to the Oromo Liberation Army, but the crisis is compounded by Abiy’s refusal to acknowledge the atrocities, and at times, the Ethiopian National Defense Force’s (ENDF) reluctance to provide protection. Tragically, there have been instances where ENDF has been involved in the killing of Amhara. Additionally, security forces in Oromia have been frequently accused of targeting Amhara, deepening the sense of blame directed towards Abiy for what Amhara perceive as genocide against their community in Oromia."

Red Flag Alert for Genocide Raised for Ethiopia By: Hanna Alemu The Lemkin Institute for Genocide Prevention, a US based non-governmental organization, has issued a Red-Flag alert in light of the killings of the people of Amhara in Ethiopia. The statement highlighted ongoing protests by the Amhara due to concerns of "ongoing massacres against Amhara people, particularly in Oromia, travel restrictions for Amhara citizens, demolitions of Amhara homes in the capital city of Addis Ababa, and arrests of Amhara leaders by the Abiy regime."
Ethiopia: Amhara People, Betrayed Persecuted and Ignored BY GRAHAM PEEBLES APRIL 21, 2023 (www.grahampeebles.org) Throughout the world the ideology of division and intolerance has permeated mainstream politics and poisoned societies; tribal nationalism, hate and prejudice are widespread, animosity and suspicion toward ‘the other’ commonplace. In Ethiopia this vile, fear based trinity appears to have become government policy. The focus of the regime’s enmity is the Amhara people, a large ethnic group making up around 30% of the population. In the last four years Amhara communities living in the Oromo region have been subjected to sustained violence by Oromo nationalists; the Oromo Liberation Front (OLF)/Oromo Liberation Army (OLA), together with Oromo Special Forces ((OSF) and the Queero (Oromo youth group) are behind the violence, with it seems, the approval, perhaps active participation, of the government. Ethnic cleansing of Oromia is part of an OLF plan to create an independent Oromo nation (Oromia for the Oromo people), and reduce the overall number of Amhara in the country. Tens of thousands of Amhara civilians have been killed, thousands of homes destroyed on the outskirts of the capital Addis Ababa (which sits within Oromia), hundreds of thousands displaced (Ethiopia has around 5.6 million internally displaced people according to the UN). Anyone talking about the violence, journalists, human rights workers, lawyers or students, run the risk of arrest. And in a dramatic inflammatory move, on 8 April the government moved the Ethiopian National Defence Force (ENDF) into the Amhara region with orders to disarm and dissolve the only body offering protection to the people, the Amhara Special Forces (ASF). The government’s malicious move Each of the 11 regions of Ethiopia has a paramilitary force of varying strength. They sit somewhere between the police and federal forces, and form part of a complex national security framework. After the TPLF (Tigray People’s Liberation Front) were defeated by the ENDF in November 2022, and were forced to accept disarmament as part of the peace agreement (something which has still not happened), many called for a program to disarm all regional forces, not just the TPLF, as part of a larger constitutional review. Prime-Minister Abiy Ahmed had made clear he intended to reform the system for some time, and on 6 April the government announced plans “to integrate all regional special forces either into the national army, or the federal or regional police.” Fine, long overdue and a measure in principle that Amhara people and the Amhara regional authority support. So begin with the two major terrorist groups operating openly within the country, the TPLF and the OLF/OLA and then proceed within an agreed democratic framework; discussions with regional administrations need to take place, a clear plan laid out and consensus reached. No such balanced steps have been taken, and the only force currently being disarmed/dissolved is the ASF, and the reasons are clear: It is not to dismantle an inherently flawed security apparatus, but to leave the Amhara region vulnerable to attack; whether from the TPLF in the North or the OLF/OLA to the South. The ENDF, which should be protecting the Amhara people, is not trusted any more than the government is; with a command structure dominated by Oromo personnel it is seen not as a national force, but as an ethnic army run by Oromo war lords. This malicious move has been seen by the Amhara community as an invasion of the region by the ENDF, acting in collaboration with, the OLF/OLA and TPLF. Huge protests erupted leading to clashes with security forces in which live rounds were fired on demonstrators. It reinforced the view that, while the OLF/OLA/OSF are the primary perpetrators, the federal government is complicit in the ethnic violence taking place in the Oromo region and elsewhere. Which, if true, begs the question: ‘why’? Why is the government allowing, indeed facilitating a genocide? A coalition of the malign The Ethiopian government is led by PM Abiy Ahmed, who is leader of The Prosperity Party, (aka the Oromo Prosperity Party (OPP)); a political alliance he established in December 2018, a little over a year after coming into office. It is, on paper at least, a broad coalition representing political groups from all the major regions except Tigray, as the TPLF refused to join. In practice though the OPP, and therefore the government, is dominated by one faction, the Oromo Democratic Party (ODP), which, as chairman, PM Abiy led prior to becoming PM. This mirrors the previous regime, the EPRDF; another supposed coalition, in power for 27 years, that was in fact controlled by one group, the brutal TPLF. When Abiy and Co. came to power in 2018, exiled opposition groups were invited back to Ethiopia. This included the OLF/OLA, who, unlike other parties were not forced to disarm. Since their return, the OLF has been classified as a legitimate political party, unlike their shadow, the OLA, which is rightly regarded as a terrorist group, and has established a close working relationship with the OPP. They are driven by an extreme nationalist ideology; a divisive dogma that has blighted many nations in recent years, expressed in numerous forms. At its core is intolerance and hate; a misinterpretation of events and a disregard of facts. Underpinned by blame and anger at a particular social/ethnic group for the ills they, the believers, have suffered, perceived or real. The immigrant, the refugee, the metropolitan elite, or in the case of the OLF, the Amhara, who they associate with ‘The Evil Ethiopian State’, become the subject of their animosity and, in Ethiopia, their brutality. The OPP (the ruling party) is, many believe, working in tandem with the OLF/OLA, indeed there are former members of the OLF now embedded within the Abiy government. Their fanatical doctrine has infiltrated the mainstream, their violent methodology countenanced in exchange for political support. And where, within this cauldron of duplicity and violence, is PM Abiy? Like so many current ‘leaders’ he lacks principle, is politically and morally weak, and will do anything to cling on to power – including it seems, allowing a genocide to take place. Dishonest and manipulative, he is driven by personal ambition rather than a commitment to serve the people, unite the nation and create social harmony. Beyond ‘the why’ is this happening, crucial as that may be, is perhaps the more significant question, certainly for the Amhara people living in Oromia: How can this brutal ethnic violence be stopped? And secondly, why have no foreign powers, Western or African, (openly) called for the assault on Amhara people to stop and the perpetrators be brought to justice? In contrast say to the recent violence in Sudan, which has rightly attracted a substantial response from foreign governments as well as global bodies such as the Arab League, the African Union, the UN, and generated a great deal of international media coverage, there has been little or no response to the Ethiopian/Amhara crisis. Geo-politics is not animated by notions of brotherhood and compassion, it is motivated by self-interest, or perceived self-interest and short-term gain. Only when it is judged that US/western ‘interests’ (a reductive term based itself on global divisions) are threatened in some way, or an opportunity for greater regional influence/control presents itself, do these global powers act. Otherwise men, women and children can die in their thousands, particularly when they happen to be poor, and African; the same pattern of neglect and hypocrisy pertains to climate change. The result of this inhumane approach to global affairs is the same as it has always been, exploitation, injustice, and suffering of the most vulnerable. Whilst all pressure should be applied to western governments, and the US administration in particular, the source of hope does not lie in Washington or Brussels, but rests firmly with the people of Ethiopia. Fanatical groups like the OLF/OLA play on people’s fears, indeed they themselves exist only within an atmosphere of fear, and thrive when distrust and social fragmentation takes hold. It is the coming together of people from the various tribal/ethnic groups scattered throughout Ethiopia, uniting against division, duplicity and hate, that offers the greatest hope of peace and social harmony, not external intervention. Abiy Ahmed of Ethiopia: Waging Another Round of War By- Henok Abebe (Human Rights Activist) April 11, 2023 Abiy Ahmed Ali of Ethiopia waged another round of war against his own people, and this time it is against the Amhara people. As a leader, it is his constitutional responsibility to protect his people from war, conflict, and lawlessness. However, Abiy’s actions suggest that he is not prioritizing peace and stability in his country, and words like peace and stability do not seem to be in his dictionary. Since he comes into power, Ethiopia has become a place of suffering, particularly for the Amhara people. The two-year-long war has left the Tigray people devastated. Unfortunately, the toll of the Northern War has also impacted the Amhara people, who have been killed and displaced in several regions too, including Somalie, Benshanguel Gumuz, and Sidama, during Abiy’s premiership. Ethnic-based attacks, displacement, mass arrests, and harassment have been rampant in the Oromia region, Addis Ababa city, and the Amhara region itself against the people of Amhara. Tens of thousands of Amharas have been killed and millions of them have been displaced and forced to seek shelter in various places. Despite these devastating consequences, Abiy’s government seems to have learned little from the Tigray conflict and his past failed leadership. He appears to be unsatisfied with the bloodshed that has already been caused. Abiy has now invaded the Amhara region under the pretext of disarming the Regional Special Police Force (hereinafter “SPF”). In a lengthy statement released on Sunday, he has vowed to take any measures necessary to dismantle the SPF. The deputy chief of staff of the army has also stated that the military and federal government are ready to take any measure necessary, even if it goes against public opinion, to eliminate the police force. Why do the people oppose the action? While the Amhara people and politicians have historically supported the dismantling of special police forces in every region, they are now opposing the federal government’s decision due to the untimely nature of the action and the perceived sinister motive behind it. The federal police force and military have repeatedly failed to protect the Amhara people from both internal and external attacks. The Oromo Liberation Army (OLA), a terrorist group sponsored by the Oromia Prosperity Party which governs Oromia Region, controls key positions in the federal government and Addis Ababa City administration, has carried out attacks against Amhara people in Oromia region, Addis Ababa, and even within Amhara region itself. In addition, Amhara people have been killed en masse in the Benshangul Gumuz region, invaded by the Tigray People’s Liberation Front (TPLF) and Sudanese military, and terrorized by a group called the Kimant Committee. Despite these attacks, the federal military and police forces have been unable to protect the Amhara people, who have turned to the Amhara Special Police Force for protection. In the face of looming security threats from the TPLF, OLA, the Kimant Committee, and Benshangul Gumz militias, the Amhara people cannot trust the federal government, which is controlled by the Oromia Prosperity Party that is responsible for attacks and displacements of millions of Amharas in Oromia and Addis Ababa. Therefore, the Amhara people are opposed to the dismantling of their Special Police Force under the guise of restructuring it. They demand that the government eliminate or significantly reduce the threats posed by OLA, TPLF, the Kimant Committee, and the Benshangul Gumz militias before any restructuring takes place. Only then can they trust the federal government to provide the necessary protection and security for the Amhara people. To the surprise of many, the national security advisor of the prime minister publicly stated that the TPLF would not disarm, despite a truce agreement made in Pretoria suggesting otherwise. The Amhara Region has fought alongside the federal government against the TPLF, and the current actions of the federal government seem to be aimed at bolstering the TPLF’s power while diminishing that of the Amhara region. This sinister strategy would leave the Amhara region vulnerable to an inevitable invasion from the TPLF and an attack from the OLA. Hence, the people are protesting the decision of restructuring or disarm or dismantling their sole defense from imminent threats. Invading Amhara Region As the deputy commander in chief threatened and the prime minister vowed, the federal government has sent a heavily armed military and police force to crush protesters, disarm the SPF, force the region to submit to Abiy Ahmed, and be exposed to the TPLF and OLF invasion. These forces have launched attacks in various parts of the region, killing civilians and members of the SPF. Abiy has used artillery in the Kobo town of Amhara Region, demolishing civilian houses, burning down crops, and killing civilians and militia members. The military used drone strikes on Sunday and is now transporting additional soldiers by air. On Monday, his forces killed civilians in Merawi, Gojjam Amhara. As feared, OLA (designated as a terrorist by the parliament), which is sponsored by the Oromia Regional State, has invaded the North Shewa and Wollo areas of Amhara. To exploit this opportunity, TPLF has moved its troops (which were supposed to be disarmed and in rehabilitation centers according to the Pretoria Peace Agreement) into Amhara borders via Sudan. The Amhara Special Force and the Amhara people have no intention to engage in war with the national military. They have peacefully expressed their opposition to the decision to dismantle the SPF while the country’s security situation is deteriorating instead of improving. However, the government has turned a deaf ear to the peaceful pleas of the people who are pouring onto the streets chanting peaceful slogans. The Legality of the Special Police Force and the Illegality of Sending Federal Forces Into the Amhara Region Despite the federal government’s claim that the SPF is unconstitutional, one of the powers granted to regional states in Article 52/2/g of the federal Constitution is the ability to establish and administer a state police force. As a result, regions are authorized to have community police, anti-protest police, prison guard/police, and special force police. Therefore, the federal government’s assertion that regional SPFs are illegal is unfounded. Regional SPFs are established and administered by regional governments, which possess their own legislative, executive, and judicial authorities. The authority to dismantle or disarm these police units is only vested in the entity that established them, which means that the federal government lacks the power to do so. Regional states are autonomous and sovereign entities that have powers that the Federal Government is obliged to respect, as per Article 50/8 of the constitution. As a principle, the federal government has no power to intervene in the affairs of regional states, including sending military and federal police forces. However, there are exceptions to this principle. The federal government can intervene when the House of Federation orders federal intervention of any state that endangers the constitutional order, as per Article 62/9 of the constitution. Additionally, a state may request the deployment of federal forces when it is unable to control a deteriorating security situation, as per Article 51/4 of the Constitution. The third exception is when there is a gross human rights violation that a state is unable or unwilling to control. Despite a clear constitutional dispensation, Abiy Ahmed deployed his forces in the Amhara Region without the order of the House of Federation or a request from the highest executive organ of the region, the State Council, to deploy federal forces to address the instability. Therefore, this intervention is a clear violation of the federal constitution, and the Proclamation No 359/2003 is promulgated to implement the constitutional mandates of the federal government regarding intervention into states. Ethnic Profiling and Arresting en masse Abiy’s invasion of the Amhara region has been preceded and followed by ethnic profiling and the mass arrest of Amharas. Before and after the invasion, intellectuals, aid workers, media personnel, journalists, activists, ex-military, and para-military personnel who are ethnic Amharas have been arrested without reasonable suspicion, and most of them have not appeared before a court of law as per the constitution. The Oromia Prosperity Party-led government wants terror to reign in the country so that it can commit crimes without dissenting voices. As a result, they have kidnapped, harassed, and arrested various persons who have vociferously criticized the illegal activities of the Oromia Region in and around Addis Ababa, such as the demolition of houses and the displacement of thousands of people, the blocking of roads en route to Addis Ababa, and the harboring of the terrorist group Oromo Liberation Army. International community Despite some media outlets reporting on the protests in the Amhara region, the international community – including the USA, European Union, African Union, human rights authorities and groups, and international media outlets – have not given enough emphasis to the war waged against the Amhara people. The international community should urge Abiy Ahmed to withdraw the invading army from the Amhara region and engage in discussions with the Amhara people. Furthermore, the community should strongly condemn the ethnic profiling and mass arrest of Amharas across Oromia and Addis Ababa and urge the government to release those who have been illegally kidnapped and thrown into jail. Conclusion Abiy Ahmed lacks the ability and willingness to stabilize Ethiopia and create an inclusive political environment that can address the nation’s longstanding problems. He creates various committees and commissions, such as the National Reconciliation Commission, but he does not allow them to function properly. Some are now defunct, and the National Reconciliation Commission is becoming obsolete because Abiy Ahmed, Adanech Ababie, and Shimelis Abdisa unilaterally decide many of the issues it should handle. Abiy Ahmed should give peace a chance, let the National Reconciliation Committee function properly, and withdraw his federal forces from the Amhara region to begin consultations with the people about the situation. The transitional justice process initiated in relation to the Tigray War should be broadened to encompass a national transitional justice feature that genuinely transitions to democracy. Rather than seeking Oromo and Oromia Prosperity Party dominance, Abiy needs to create an inclusive political environment based on overarching principles of equality, freedom, fraternity, the rule of law, justice, and democracy. It is crucial for donors and lenders to use their leverage to urge Abiy to take the country in the right direction and not toward another civil war. Henok Abebe–Human Rights Activist
የእሁድ ሃሳቦች [ኢትዮጵያ/አማራ] By: Hone Mandefro April 23, 2023 የእሁዱ ሃሳቦች (ይህ ጽሁፍ የኔ ወቅታዊ አቋም ሲሆን አባል የሆኑኩባቸዉ ድርጅቶች የሚጋሩት ላይሆን ይችላል) 1.ብዙ ሰዎች ኢትዮጵያ ብለው የሚገልፁት ምኞታቸውን እንጂ በተግባር ምድር ላይ ያላቸውን ሀገር አይደለም። ኢትዮጵያ ከሌሎች አዳጊ አገሮች የተለየች አይደለችም። በጥላቻ እና ግጭት የምትታመስ፣ ድህነት የወረራት እና በተጨባጭ የፈረሰች ፣ በህግ እና ደፕሎማሲ ልትፈርስ ጫፍ የደረሰች በጥቅሉ ጣረሞት ላይ ያለች ሀገር ናት። ይህን መቀበል የመጀመሪያው ከእውነት ጋር የመታረቂያ ጉዞ ነው። የሃገሪቱ ጠቅላይ ሚኒስትር “ኢትዮጵያ አትፈርስም” ብሎ በየቀኑ የሚምልህ የመፍረስ እቅድ/አደጋ እሱ ስለሚያውቅ ነው። 2.ኢትዮጵዊነትን እንደማንነት ማጉላት የሚመኝ በኢትዮጵዊነት ዙሪያ ፖለቲካ መስራት የሚፈልግ ማህበረሰብ አለ። ይህ ማህበረሰብ በቁጥርም በፓለቲካ ሃይልም አናሳ (minority) ነው። በአመለካከቱ ምኞትን እውነት አደርጎ የሚነሳ እና political correctnessን ያስቀደመ ሃይል ሰለሆነ የፓለቲካ ትንተናዉ ብዙ ጊዜ የተሳሳተ ነው። ይህ ሃይል አሁን ባለው ሁኔታ ለፍላጎቱ ቀና አመለካከት ያለው አካል በሚፈጥረዉ coalition ወስጥ አጋዥ ከመሆን ያለፈ ሚና ሊጫወት አይችልም። 3.በአማሮች ላይ እየደረሰ ያለው ጥቃት የኢትዮጵያን ቀጣይነት በቅድመ ሁኔታ ብቻ የምንደግፍበት ደረጃ ላይ አድርሶናል ። አሁን ዋናው አጀንዳ የዘር ፍጅቱን እንዴት እናስቁም የሚለው ነዉ። ተገንጣይ ሃይሎች የራሳቸውን ሀገር ማቋቋም የአማራን የዘር ፍጅት በቋሚነት ለማስወገድ የሚረዳ ከሆነ ከሞት ይልቅ ህይወትን መምረጣችን ተፈጥሯዊ ነው። ትግላችን በወረራ የያዙትን አካባቢ እንዳይወስዱ ማድረግ ላይ ብቻ ይሆናል። 4.የሃይማኖት እና የባህል ተቋሞች በፖለቲካው ዉስጥ ያላቸው በጎ እና ጎጅ ሚና ተገምግሞ የባህል ማስተካከያ ማድረግ ያስፈልጋል። 5.ዴሞክራሲ የሃይል ሚዛን ተገዳደሪነት ውጤት እንጂ በቸርነት የሚሰጥ አይደለም። ትነህግም ሆነ ኦሆዴድ ታዛዥ አሰካገኙ ደረሰ አድራጊ ፈጣሪ ለመሆን መመኘታቻው ተፈጥሯዊ ነው። ብአዴንም ዋና የአምባገነንነት አመቻች፤ ፈፃሚ አና አስፈፃሚ የሆነው አፈጣጠሩ ለዚሁ አላማ ስለሆነ እና ይህንን ካለመረዳት በቀቢፀ ተስፋ ህዝብ ተደጋጋሚ እድል ስለሰጣቸው ነው። 6.ኢትዮጵያ ውስጥ የተደረጉ የዴሞክራሲ ሽግግር ሙከራዎችን በዋናነት ያከሸፈው ብአዴን ነው። በ1993 የህወሃት መሰንጠቅ ጊዜ መለስ አና ኢህአዴግን ያደናው ብአዴን ነበር። ያኔ መለሰ ቡድን ተሸንፎ ቢሆን ኖሮ የህወህት እና የሌሎች ፓርቲዎች ሚዛን የሳተ ግንኙነት የሚስተካከልበት እድል ነበር። በ1997 ምርጫ ቅንጅት ብዛት ያለው ወንበር ያሸነፈው "አማራ ክልል" ውስጥ ነበር። ብአዴን ድጋሜ "ምርጫ" ብሎ ያሸነፉትን ወንበሮች ከቅንጅት መቀማት ብቻ ሳይሆን በርካታ የቅንጅት አባል የነበሩ አማራዎችን በማሰር አና በማሳደድ የለውጥ ሃይል ከ10 ዓመታት በላይ ተዳክሞ የትነህግ የበላይነት እንዲቀጥል አድርገ። በ2008 ኢህአዴግ ተገዶ ለወጥ ማድረግ አለብኝ ብሎ ሲወሰን አሻሻጭ አና አዲሱን ጌታ አስተዋዋቂ እና አንጋሽ ብአዴን ነበር። አብይ ስልጣን ላይ እንደወጣ ፅንፈኛ የኦሮሞ ሃይል የበላይነት ሲገነባ የተቹ አማራዎችን በማሳደድ እና እውነታውን በመደበቅ ሃገሪቱ የአንድ ፓርቲ የበላይነት የነገሰበት የአምባገን ስርዓት በፍጥነት ተመልሳ እንድትገባ ያደረገው ብአዴን ነው። 7.በመሆኑም ሎሌነት እና የከርስ ፓለተካ (politics of the belly) የሰበሰበው ብአዴን ስልጣን ላይ እሰካለድረስ ኢትዮጵያ ብትቀጥል እንኳን ዲሞክራሲያዊ የመሆን እድል የላትም። የአማራ ህዝብ ደግሞ ብአዴን እሰካለ ድረስ የዘር ፍጅት ሰለባ መሆኑ ይቀጥላል። 8.የአማራ ህዝብ የመጀመሪያ ርምጃ በማንኛውም መንገድ ብአዴንን እና ተቀጥያዎች ከስልጣን ማባርር እና ድርጅታዊ እና ባህላዊ ሕልውናን ማጥፋት ነው። የብአዴን የላይኛው መዋቅር መጥፋት ያለበት ሲሆን የታችኛው እና መካከለኛው አመራር accommodate and transform ማድረግ ይቻላል ፤ ያስፈልጋልም። 9.ይህንን ለማድረግ ብአዴን እና ብአዴናዊይነትን የማይሸከም በፖለቲካ የነቃ በኢትዮጵያ myth ያልታሰረ የፓለቲካ ማህበረሰብ መፍጠር ያስፈልጋል። ይህን በዝርዝር መተለም የሚያስፈልግ ቢሆንም የተወሰነቱን ለመጥቀስ ትኩረታችንን - ከከተማ ተኮር ወደ ገጠር ማዕከል ወዳደረገ እንቅሰቃሴ - ከአራት ኪሎ ወደ ባህርዳርን ነፃ ማውጣት - ከprotest ወደ resistance - ከአማራ እንቅስቃሴ ወደ አማራ ብሄርተኝነት (አብን ሰሙ ብሔርተኛ ቢመስልም ችግር ወስጥ ከመግባቱም በፊት ብሔርተኛ ፓርቲ አልነበርም።) - ከአንድነት ሙከራ ወደ ተመጋጋቢ ሰራ መሰራት (from unity to synchronization) ማሸጋገር ያስፈልጋል።
ዳር ድንበራችን ላይ በይፋ ክህደት እየተፈፀመ ነው በሙሉነህ ዮሐንስ ========= የትህነግን የሰሜን እዝ ላይ ጥቃት ተከትላ ሱዳን ዳር ድንበራችንን በእብሪት ጥሳ ሠፊ ውሃ አካባቢ እና በደለሎ መስመር ሰፊ ግዛታችንን ተቆጣጥራ መቆየቷ ይታወቃል። *** በዛኑ ሰሞን የሱዳን ሽግግር መንግሥት ጀነራል ቡርሃን "መሬቱን አብይ ፈቅዶ ይዘናል" ማለቱን እናስታውሳለን። የሰሜኑን ጦርነት 'በድርድር' እያገባደድኩ ነው የሚለው ገዥው መንግሥት አሁን የጦር ሠራዊቱን ዳር ድንበር ለማስጠበቅ ማሰማራት የማይችልበት ምንም ምክንያት የለም። *** በተቃራኒው ይህንኑ የሱዳን መስፋፋት ሲመክት የነበረውን የአማራ ልዩ ኃይል እንዲበተን የአማራ ክልል አመራር ለፌደራል አጎንብሷል። ከመተማ ደለሎ መስመር እንደሰማነው ከሰሞኑ የኢትዮጵያ ሠራዊት በሱዳን የውስጥ ጦርነት ወሰናችንን የለቀቀውን ተከትሎ የተወሰነ ወሰናችን ላይ መቆጣጠር ሲጀምር ተግሳፅ ደርሶታል። ይህንኑ በተመለከተ በጠቅላይ ሚኒስትሩ እና በውጭ ጉዳይ የተላለፉት መግለጫዎች ከሃገር ክዳት ያነሱ አልነበሩም። ሱዳኖች ጓንግ እና አንገረብ መደማምርን ተሻግረው የእኛውን ወሰን አልፋሽጋ እያሉ የሚጠሩትን የሠፊ ውሃ ምድር፤ የኢትዮጵያ ባለስልጣናት አንነካባችሁም እያሉ በይፋ ሲናገሩ መስማት እጅግ አሳፋሪ ነው። *** ሱዳን ክፉ ጊዜ ጠብቃ እንደወረረች እየታወቀ የብልፅግና አመራር ጉዳዩን በሰላምና በድርድር የሚቀርፍ ኮሚቴ ስላቋቋምን መሬቱን "አንይዝባቸውም" ለሱዳኖቹ ይቆይላቸው እያለ ነው። ይባስ ብሎም የሃገራችን ገበሬ እና አልሚ ባለሃብቶች የቀደመ ይዞታቸውን መልሰው እንዳይዙ ከልካዩ የብልፅግና መንግሥት ሆኗል። *** በቅኝ ግዥዋ እንግሊዝ እና አፄ ምኒልክ ዘመን ጀምሮ እስከ ደርግ ድረስ የድንበሩ ጉዳይ በእንጥልጥል የነበረ ያልተቋጨ ቢሆንም ለመጠቀስ የሚበቃው ፋይዳ ያለው ስምምነት እኤአ በ1972 የተፈረመው በትሪቲ መልክ በተባበሩት መንግስታት እና በአፍሪካ አንድነት ተመዝግቦ የሚታወቀው memorandum of understanding ነው። የዛ ሰነድ ዋና ፋይዳ በስምምነት በህግ ድንበሩ እስኪካለል በይዞታችን በይርጋ እንቆይ የሚል ነው። ታድያ ይህንንም ስምምነት እየጣሰች ኢትዮጵያ ደከም ያለች ሲመስላት ሱዳን ከቋራ እስከ ሑመራ ባለው ወደ አራት መቶ ኪሜ የሚጠጋ ድንበር ላይ ተንኳሽነት በተደጋጋሚ እየፈፀመች ነው። *** የኢትዮጵያ ሕዝብ ዳር ድንበሩ እንዲከበር በገዥው ቡድን ላይ ግፊት ማድረግ አለበት። በዞን፣ በክልል፣ በፌደራል 'የሕዝብ ውክልና' ያላቸው ላይ ጫና መፍጠር ይገባል። ሚዲያውም ሃቁን ፈልፍሎ ለሕዝብ ያቅርብ። እኛ የሱዳን ሕዝብ ሰላም እንዲያገኝ እንመኛለን በቻልነውም ማገዝ አለብን። ይህ ማለት ግን ወሰናችንን አሳልፎ መስጠትን አይጨምርም። ሙሉነህ ዮሐንስ የኢትዮጵያ ድንበር ጉዳዮች ኮሚቴ አባል
የአማራ ሕዝብ ግልፅ ጥያቄ! በሙሉነህ ዮሐንስ የአማራ ሕዝብ ለተደጋጋሚ ወረራ እና ጥቃት ስለተዳረገ፣ በጠላትነት የፈረጁት ከእነትጥቃቸው መሆናቸው እየታወቀ፣ እንዲያውም ለዳግም ጥቃት በይፋ መልእክት እያስተላለፉ በአማራ ሕዝብ ላይ የተሰነዘረውን ጥቃት በመመከት ትልቅ ውለታ እየከፈለ የሚገኘውን ልዩ ኃይል መበተን ቅንጦት ሳይሆን የህልውና አደጋ ነው። *** የክልሉ ልዩ ኃይል የተቋቋመው በክልሉ የሕዝብ ተወካዮች ምክር ቤት መሆኑ ይታወቃል። ቢያንስ ይህ ምክር ቤት እንኳን በጉዳዩ እንዲወያይ አልተደረገም። *** የአማራ ሕዝብ ለመከላከያ ሠራዊት ትልቅ ክብር አለው፣ ውለታም አለበት። ሠራዊቱ ከልዩ ኃትል፣ ከፋኖ እና ሚሊሻን ጋር በጥምረት ትልቅ መስዋእትነት እንደከፈለለት ሕዝቡ ጠንቅቆ ያውቃል። በዚህ ሰአት ከኢትዮጵያ መከላከያ ጋር የአማራ ሕዝብ አንዳችም ፀብ የለውም። እንዲያውም እንክብካቤ ከማድረግ አልፎ በከሃዲዎች የተሰነዘረበትን ጥቃት በማክሸፍ ትልቁን ድርሻ የሚወስደው የአማራ ሕዝብ መሆኑን ሠራዊቱ መስክሯል። *** መፍትሄው ይህ በችኮላ በጥድፊያ እና በማስፈራራት ልዩ ኃይሉን እንበትን የሚል አካሄድ መቆም አለበት። መንግሥት የረባሽነት ሚና ሲወስድ ያሳዝናል። እባካችሁ የምትሰሙ ከሆነ ስከኑ። የአማራ ሕዝብ ከልዩ ኃይል ጋር መቆሙን በግልፅ እያሳየ ነው። የአማራን ሕዝብ የህልውና ስጋቶች አንዱንም ሳትቀርፉ፣ የአማራ ሕዝብ የታገለባቸውን የማንነት፣ የወሰን፣ የህገመንግስት ማሻሻያ መሰረታዊ ጥያቄዎች አንዳቸውንም ሳትመልሱ ለዳግም እርድ እናመቻችህ ብላችሁ ስትመጡ መልሱን ለቀደሙ አምባገነኖች የሰጠውን ምላሽ ማጤን ነው። *** በዚህ ሁለት አመታት ውስጥ ብቻ የአማራ ሕዝብ ላይ የተፈፀሙት ዘግናኝ ጭፍጨ*ፋዎች የትናንት ሳይሆን የዛሬ ኩነቶች ናቸው። ጥቃት ፈፃሚዎቹ አሁንም እንደ ተሰደሩ ናቸው። ጥቃቶቹን በመመከት ላይ ትልቅ ድርሻ ያለው እና መተማመኛ የሕዝብ ልጅ አንዱ የአማራ ልዩ ኃይል ነው። *** ትናንት በገዥው መንግሥት ይፋዊ መግለጫ 'ትህነግ ትጥቅ በመፍታት ሂደት ላይ ነው' የሚል ቃል መጠቀሱ ብቻ ከምስክር በላይ ነው። አማራ ክልልን በከፊል በወ*ረራ ገፍቶ ሕዝብ ላይ እል*ቂት የፈፀመው ጠ*ላት፤ አሁንም በሰሜን ጎንደር፣ በዋግህምራ/አበርገሌ እና ራያ መስመር በጠ*ላት ቁጥጥር ስር ያሉ ቦታዎች አሉ። ሱዳን ተደላድሎ ድንበራችንን በወ*ረራ ከያዘ ሁለት አመት አለፈው። የሠፊ ውሃ ምድር (ሱዳን አልፋሽካ እያሉ የሚጠሩት) በወ*ራሪ እንደተረገጠ ጭራሽ መሰረተ ልማት ግንባታ ማስፋፋት ላይ ናቸው። *** በሁለት አመታት ውስጥ ብቻ ከት*ግራይ በኩል አማራ ክልል ለአራት ግዜ ግዙፍ የወ*ረራ ጥ*ቃት ደርሶበታል። በአጣየ እና በከሚሴ በኩል ደግሞ ወደ ደርዘን የሚደርስ ተከታታይ ጥቃ*ት አስተናግዷል። በመተከል በኩል ስንት አማራ ለእል*ቂት እንደተዳረገ የሚታወቅ ነው። *** ይኽ ኹሉ እየታወቀ እናም ዘላቂ መፍትሄ ባልተሰጠበት ሁኔታ እንዴት አማራውን አንድ አለኝ የሚለውን ጠባቂውን እናፍርስ ይባላል? ለመሆኑ ከአማራ ልዩ ኃይል ውጭ ማን ላይ ተመሳሳይ ድርጊት ሲሞከር ተዘገበ? ጥድፊያው እና ትርምሱ ለምን አስፈለገ? በአል እየተጠበቀ ጭምር ሕዝባችንን እፎይታ መንሳት ምን አይነት ፅልመታዊ አካኼድ ነው ግን?! *** ቢጨንቅ ነው እንጅ ሰሚ ጠፍቷል። ግን ቢሆንም ምድረ በዳ ላይም ቢሆን ድምፅ እናሰማ። ተው እንበል። ገዥው መንግሥት ተው ተመከር ተረጋጋ እንበለው። ሕዝባችን ትንፋሽ ያግኝ። ሕዝባችንን ስሙት። መልእክቱን በብዙ መንገድ እያደረሰ ነው። ወደ ቁጣ እና አመ*ፅ አትገፋፉት። ያ መዘዙ ምን እንደሆነ ታውቁታላችሁ።
ህዝባዊ እምቢተኝነት (1) Bantihun Getahun የአማራ ህዝባዊ እምቢተኝነት አድማሱን በማስፋት በሁሉም አካባቢዎች በመካሄድ ከፍ ወዳለ ደርጃ በማደግ ላይ ይገኛል:: ምንም እንኳን የልዪ ሀይሉ ወቅቱን ያልጠበቀ በሴርኞው ኮለኔል አብይ አሀመድ የሚመራው መንግስት ከምዕራቡ ዓለም ዶላር ለማግኝት ሲባል ወልቃይትንና ራያን ለህወሀት እሳልፎ ለመስጠት በሸረበው ተንኳል ለእምቢተኝነቱ አሁናዊ ምክንያት ቢሆንም: የአማራ ህዝብ ላለፉት አምሳ ዓመታት አሁንም በተጠናከር መልኩ መንግስት መራሽ የህልውና ፍተና ውስጥ መውደቁ ዋናው አመክንዬ ነው:: ህዝባዊ እምቢተኝነቱ የህይዎት መስዋትነት እየተከፍለበት ይገኛል:: ይህም ይበልጥ ህዝባዊ ቁጣን ይጨምር እንደሆነ እንጂ የኦህዴድን መከላከያ እንድሚያስበው ህዝባዊ እምቢተኝነቱ ሊያስቆመው አይችልም:: ስለሆነም ህዝባዊ እምቢተኝነቱ አድማሱን በማስፉት በአዲስ አበባ እንዲሁም በመላ አገሪቱ ህዝቡ ትግሉን እንዲደግፍው ጥሪ ማቅርብ አለበት:: ትግሉ በአማራው ህዝብ እየደረሰ ያለው የጠባብ ሀይሎች እንዲሁም መንግስታዊና መዋቅራዊ ጥቃት: ማፍናቀልና ማሰደድ እስኪቆም ድርስ መቀጠል መቻል ይኖርበታል:: ያለመስዋትነት ድል የለም:: ስለሆነም ህዝባዊ ትግሉ መስዋትነትን በመቀነስ ልዩ ልዩ ስልቶችን ተግባራዊ በማድርግ የመንግስትን አቅም ማሽመድመድ አለበት:: ህዝባዊ እምቢተኝነቱ የአማራ ህዝብ ጥያቄዎችን በተደራጀ መልኩ ማቅርብ ይኖርበታል:: ከእነዚህ መካከል 1ኛ/ የአማራ ልዪ ሀይል: ፍኖ እና ሚሊሻው በሬውንም ሽጦ የገዛውን መሳሪያ መንግስት አማራን ከባህሉ ውጭ አንበርክኮ ለዘመናት ለመግዛት በማቀድ ኦህዴድ አማራን ትጥቅ አስፍታለሁ ማለቱን በይፍ ማስቆም አለበት:: 2ኛ/ ወልቃይትና ራያን ጨምሮ የአማራን ግዛታዊ አንድነት ማስርገጥ አለበት: አባቶቻችን በሰሯት ከተማ አማራን አዲስ አበባ አትገቡም አትወጡም የሚለው የኦነግ አመለካከት በይፍ ይቅርታ ተጠይቆ ማስቆም አለበት:: 3ኛ/ በውስጥም ከክልሉ ውጭ የሚኖረው የአማራ ህዝብ ሰላምና ደህንነት ከመንግስታዊ ሴራና ወንበዴዎች ጥቃት እንዲሁን አጀንዳ ስጭነት ወጥቶ የህዝቡን ማህበራዊ እርፍት እንዲሁም ሰላምና ደህንነት በተመለከት ሙሉ ዋስትና መስጠት:: 4ኛ/ አማራ በመሆናቸው ብቻ በግፍ የታሰሩ በየእስር ቤቱ እየተንገላቱ የሚገኙ ጋዜጠኞች: ፍኖዎች እንዲሁም ስቪሊያን እስርኞችን ማስፍታት:: 5ኛ/አማራ በሌሎች ብሔሮች በጥርጣሬ እንዲታይ ሆን ተብሎ ህዝቡን ለማጋጨት እንደጨቋኝ እንዲታይ እና እንዲጠላ የተቀርፀው የፖለቲካ ትርክት መቀየር አለበት:: 6ኛ/ ህገ-መንግስታዊ ማሻሻያ ከመግቢው ጀምሮ መሻሻል አለበት: የአማራን ህዝብ ባማከለ መልኩ በጥናት መቅርብ አለበት:: 7ኛ/ በሁሉም መንግስታዊ እርከኖች በተለይም ለይስሙላ ሳይሆን ትግሉ በሚወልዳቸው እውነተኛ የአማራ ሀይሎች በአስፍፃሚው አካል ውክልና ማግኝት:: ማጠቃለያ ኦህዴድ ከለውጡ በፌት በሴራ ቄሮን በማድራጀት ራሱ ሰልፍ የሚጠራው: ራሱ ሰልፍኛውን የሚገል ስለነበር የህዝባዊ የአማራ እምቢተኝነቱ አካሄድ ለስልጣኑ አደጋ እንደሆነ ተርድቶታል: እርፍ ነስቶታል:: ገዥው የኦሮሞ ብልፅግና ሌሎች እንደለሉ በመቁጠር ሁሉንም ነገር ስለተቆጣጠረው: : ራሱን ከኦሮሞ ህዝብ ጋር በማጣበቅ ኦነግ እንዲሁም ፅንፍኛ የልዩ ህይል እና የመከላከያ አባላትን ወደ አማራ ክልሉ በማስገባት በሴራ ህዝቡን መጨፍጨፍ ጀምሯል:: ይህንም አጠናክሮ ሊቀጥልበት ይችላል:: በቀጣይም ከህወሀት ጋር በመመሳጠር በወልቃይት አካባቢ ወረራ ሊያካፍሄድ ይችላል:: ስለሆነም በመከላከያ: በፌደራል ፖሊስ እንዲሁም በድህንነት ተቋማት ውስጥ ያላችሁ የአማራ እንዲሁም የሌሎች ህዝቦች አባላት የሚሞትው እህትህ ወንድምህ የሆነው አማራው ነው:: ስለሆነም ጥያቄውን በሰላማዊ መንገድ በሰልፍ እየጠየቀ ያለን ህዝብ ፖለቲካዊ ምላሽ እንጂ ጥይት ግድያ አይገባውም ስለሆነም በቃ አንታዘዝም ማለት አለባችሁ:: ህዝባዊ እምቢተኝነቱ እንደሆን መንግስታዊ ሴራው እና ቁማሩ እስካልቆመ ድርስ አሁንም ሰላማዊ በሆነ እና ልዪ ልዩ የህዝባዊ እምቢተኝነት ስልቶችን ተግባራዊ በማድርግ የህልውና ትግሉ ህዝባዊህልውናው በአስተማማኝ መልኩ እስኪርጋገጥ ተጠናክሮ ይቀጥላል::
የአማራ ህዝባዊ እምቢተኝነት (2) Bantihun Getahun የአማራ ህዝባዊ እምቢተኝነት ግፍን በመቃወም ስለሆነ ህጋዊ: ሞራላዊ እንዲሁም የህልውና ትግል በመሆኑ ሁሉም ህዝብ ሊደግፈው ይግባል:: ትግሉ ለዘመናት ተጨቁኛለሁ: ነፍጠኛ በድሎኛል: ግዛቴን: ንብርቴን ዘርፎኛል በሚል ቂመኛ የገዥ ቡድን ይዞበት የመጣውን የሰበርናቸው ፓለቲካ የዘር ማጥፍት ፍጅት ለመከላከል ያለመ እምቢተኝነት ነው:: ሁሉም እንደሚያውቀው በሴርኞች የአማራው ማህበርሰብ ከውስጥም ከውጭም ግልፅና ተጨባጭ የሆነ የደህንነትና የፀጥታ አደጋ:ስጋት ተጋርጦበት በቀጣይ ግዛቶችን ወልቃይትና ራያን ለትህነግ ለማስርከብ እዲሁም ለቀጣይ መቶ ዓመታት አንበርክኮ ለመግዛት የቋመጠው ኦህዴድ በህግ ያላቋቋመው: በጀት የማይሰጠውን: ልዩ ሀይል ጠንካራ የአገር መከላከያ ሀይል ለመገንባት በሚል የሴራና የተንኮል ሽፍን የአማራ ልዩ ሀይል ከሁሉም ቀድሞ ህዝቡ ሳይመክርበት ትጥቅ ለማስፍታት እየተንቀሳቀሰ ነው:: ኦህዴድ ለዚህ ሴራው ማስፍፀሚያ ድንዝዙን ብአዴንን እንዲሁም ከህወሀት ጀምሮ የአማራን ሀይሎች በመምታት የሚታወቀውን ተላላኪውን ጀነራል አበባውን ታደሰን በመጠቀም ህዝቡን ለተራዘመ ቅኝ-ግዛት እያመኝቻቸ ይገኛል:: የጊዜ ጉዳይ እንጂ በአማራው ጥቅም የሚቆምሩ ነባር ይሁን አዳዲስ ተላላኪዎች የአገልግሎት ጊዜያቸውን ሲጨርሱ ያው እንደተለመደው አንድ በአንድ ይበላሉ:: ስለሆነም የአማራ ህዝባዊ እምቢተኝነት አድማሱን ከክልሉ ውጭ በማስፋት: እንቅስቃሴ በቅድሚያ ከውስጥና ከውጭ ባንዳዎች መጠበቅ አለበት:: ይህም በህቡኡ በድስፕሊን መመራት አለበት:: ህዝባዊ እምቢተኝነቱ በቅድሚያ የሚከተሉትን ጉዳዮች ማከናወን ይኖርበታል:- 1ኛ/ ከፖለቲካ አደርጃጀት አኳያ የአማራ ህዝባዊ እምቢተኝነት በተደጋጋሚ እርሱ በደማ: በቆሰል: በታገለ: ስልጣን ይሚይዝ የፖለቲካ ክንፍ ባለመኖሩ ትግሉ በአጭበርባሪዎች ሲበላ ይታያል:: ስለሆነም ለህዝቡ ተቆርቋሪ መሪ የፖለቲካ ድርጅት በአፍጣኝ ማቋቋም ይገባዋል: ከነበሩት ጋር በትብብር መስራት ይኖርበታል:: 2ኛ/ ጫካ የገባው የአማራ ልዩ ሃይል በሁሉም የአማራ አካባቢዎች እንዲሁም ከክልሉ ውጭ ያለው የአማራን ህዝብ ከጥቃት ተከላካይ ሀይል/ Amhara People Protection Force/ በሚል በሁሉም የአገሪቱ ያለውን አማራ ከጥቃት የሚከላከል በየትኛውም የአገሪቱ ጫፍ የሚቀሳቀስ በአንድ እዝ መካተት:ሀይል መመልመል: ማሰልጠን መደራጀት ተገዳዳሪ ሀይል ሆኖ መውጣት ይኖርበታል:: 3ኛ/ የአማራ ህዝባዊ እምቢተኝነት ጭቆናን ለመታገል መሆኑን እንድሁም ለሌሎች ህዝቦች ነፃነት እና እኩልነት እንድሚታገል በአፍጣኝ የቃል-አቀባይ/Communication Team/ ቡድን በማደራጀት አቋሙን ግልፅ ማድርግ አለበት:: ሌሎች ህዝቦች እንዲደግፉት: ትግሉ ከገዥዎች: ከጨቋኞች ጋር እንጂ ከወንድም የኦሮሞ ህዝብ ጋር ምንም አይነት ጠላትነት እንደሌሌው ግልፅ በማድርግ ጥሪ ማቅርብ አለበት:: 4ኛ/ ከህዝቡ ጋር የተገኝውን ድጋፍ በመጠቀም :ድጋፉን ቀጣይ እንዲሆን: ትግሉን ህዝቡ እንዲያቅፍው ይህን እንደ ሀብት: የመርጃ ምንጭ እንዲሁም እንደ ደጀን መጠቀም ይገባዋል:: ለዚህም የህቡዕ አደርጃጀት መመስርት አለበት:: 5ኛ/ ህዝብዊ እምቢተኝነቱ ወታደራዊ ስልጠናዎችን በጫካዎች ውስጥ በመስጥት ሀይሉን ማደራጀት: ከወንድም የጎርቤት አገራት ህዝቦች ጋር በትብብር መስራት:: 6ኛ/ ህዝባዊ እምቢተኝነቱ ተቋማዊ ቅርፅ መያዝ አለበት: ቦታዎችን መቆጣጠርእንዲሁም በሚይዛቸው ቦታዎች ህዝባዊ አስተዳደር ማቋቋም መቻል አለበት: ግየእዝ ሰንሰለት ሊኖርው ይገባል: የጠላት እንቅስቃሴን መቆጣጠር : በግፍ የታፍኑ እና የተያዙ እስርኞችን ማስፍታት መቻል አለበት: 7ኛ/ ህዝባዊ እምቢተኝነቱ ከክልሉ በውጭ እንዲሁም በውጭ አገራት ከሚኖርው የአማራ ዲያስፖራ አደርጃጀቶች ጋር በአፍጣኝ ግንኙነት በመፍጠር ሀብት: የቁሳቁሶች እንዲሁም የዲፕሎማሲ ድጋፍና የፖሊሲ ድግፍ ማግኝት ይገባዋል:: በአጠቃላይ ህዝባዊ እምቢተኝነቱ የሚመራበትን ስርዓትና ደንብ በማበጀት: የሎጅስቲክ እና የድጋፍ እንዲሁም የመርጃ ልዩ ልዩ ኮሚቴዎችን በማቋቋም የገዥው ቡድን ወታደራዊ እንቅስቃሴ በማዛባት መሳሪያ ማርኮ በመታጠቅ መች ልዬ ልዩ ሀይሎችን በየቦታው ማቋቋም አለበት:: ይህ ካልሆነ ህወሀትን ድል ባደርግህ ማግስት እስከ ሀያ ሽህ ወጣት እንዲሁም የአማራ ሙህራን: ጋዜጠኞችን እያሰርና እያሰቃየ ያለ ቡድን መሆኑን ተርድተህ ይህ ህዝባዊ ሀይል ከቆመ: የተላላኪውንና የራሱ አጀንዳ የሌሌውን የብአዴንን/ የጀነራሉን አስመሳይነት ሴራ ሰምተህ ከተታለልክ እመነኝ መጭው ጊዜ ለአማራ ህዝብ ከእስከ እሁኑ የደርሰበት ግፍና ሰቆቃና በደል: የከፍና የከርፍ ምናልባትም ወለጋ: አዲስ አበባ የሚገልህ: የሚያፍያፍናቅልህ ቤትህ ድርስ መጥቶ ጎንድር: ጎጃም: ሽዋ እንዲሁም ወሎ ላይ ያርድሀል: እናትህን: እህትህን አይንህ እያየ ይድፍርልሀል: ሚስትህን ይቀማሀል: ብቻ ለዘመናት ሲጋት የኖርውን የቋጠርውን ቂም ያወራርድብሀል:: ወገኔ የነብርን ጭራ ወይ ባልያዙ ነው:: በቃ እንተም ጫካውን ቤቴ: እጥራኝ ዱሩ ማለት እንድምትችል ውጣ እንደጀመርከው የወንድ ስራ በመስራት ዱር ቤቴ በል እና ህዝብህን እስከብር: ሊያጠቁት: ሊበሉት ካሰፍስፉ የኦነግ: የትህነግ: የውስጥ ታጣቂ ባንዳዎች ጠብቀው:: ድል ላለፉት ሀምሳ አመታት ለመንግስታዊ ትርክት እንዲሁም ቡድናዊ ፍጅትና ጥቃት ሰለባ ለሆነው ለደጉ የአማራ ህዝብ ይሁን::
